Minnesota Urban & Rural Homestead Program (MURL)


The MURL program uses federal HOME funds to help families seeking homeownership.  Applicants that apply must be a first time homebuyer, and be considered at risk (an individual who has not owned a home within the past three years, and is not able to qualify for a conventional mortgage on their own).  

 

If selected by the committee, a home will be sold to the individual without a downpayment, on a contract for deed at 0% interest.  The home will be sold at appraised value or total development cost, whichever is less.  Payments are based on 25% of the adjusted income per program guidelines.  Property taxes and insurance are escrowed and taken out of the monthly payment.


Full Cycle Home Ownership Services Program


Home buyer workshops and counseling program that prepares potential first time home buyers for the entire process of buying a home and becoming successful homeowners.  These services have no income guidelines, and can be provided to anyone that is interested in becoming a homeowner.  The cost for attending this program is $15 per family and is used to help defray the cost of materials.  Funding for this program is provided by the Minnesota Housing Finance Agency.  The training provides information on:

  • How much of a home that can be afforded

  • Shopping and qualifying for a mortgage loan

  • Finding the right home

  • Real estate transactions

  • Responsibilities of home ownership
